VERIFICATION/CALIBRATION OF MEASURING INSTRUMENTS (MI)

  • engineering competence in the field of verification of measuring instruments (reg. No. 075)

  • the right to perform calibration works (reg. No. 003)
Verification (calibration) of measuring instruments is carried out according to the Customer’s application under the Contract or under the Customer’s guarantee letter.
The application shall be made on Customer’s letterhead and shall have the signature of the General Director or authorized person.
The guarantee letter shall contain similar information and signatures of the General Director and chief accountant of the enterprise (company), also official seal.

The Customer may issue his own Contract according to the standard form of the Contractor available at the website and send it in two copies to the address specified in the application form.

rior to issuing the Contract or guarantee letter, the Customer may send an inquiry for a quote for verification and calibration works (services) of MI.

The inquiry for a quote shall be made in the same way as the application.

The quote contains information about the cost of works (services) and the time schedules to carry out these works (services).
The terms of payment for MI verification works (services) are stated in the standard contract forms but can be specified upon agreement with the Customer.
The Customer shall pay for works (services) before the moment of submitting the MI to the FSUE “VNIIFTRI” verification department manager. If the payment has not been credited to the FSUE “VNIIFTRI” account yet, the Сustomer will need to verify payment by providing a copy of the payment order.
The Customer shall deliver instruments (by himself or overnight delivery) to the “VNIIFTRI” MI verification department (two-storey building of yellow colour) located in Mendeleevo, Moscow region.

Managers will issue an Application-receipt for the item to be taken into storage warehouse. A copy of the Application-receipt is given to the Customer or his representative. All MI are handed in for verification (calibration) shall be fully completed and be accompanied with the operating instructions, the latest verification certificate, and the verification procedure. It is preferable to make a list of what is included with theinstrument in advance.

The MI handed in without order of payment, if not specified otherwise in the Contract, are taken into temporary storage in a warehouse until the funds are credited to the VNIIFTRI account. Once payment is confirmed, the instruments are passed to the research department for a verification to be carried out.

After the completion of MI verification works with documents confirming the verification results (verification certificate, notification of unserviceability, calibration certificate) is returned to the warehouse. Verification department managers inform the Customer by phone that the instrument is ready for collection.

The instrument is handed over to the Customer’s representative upon presentation of the following:

  • Power of attorney to collect the MI
  • Application and receipt
Verification of measuring instruments (the set of operations performed in order to confirm the compliance of measuring instruments with metrological requirements) is carried out in accordance with Article 13 of the Federal Law on “Ensuring the Uniformity of Measurements” No. 102-FZ dated June 26, 2008:
  • The measuring instruments intended for application in the area of state regulation of ensuring the uniformity of measurements are subject to initial verification before they are put into operation and also after repair, and to periodical verifications during the operation. The legal entities and individual entrepreneurs using measuring instruments in the area of state regulation of ensuring the uniformity of measurements shall timely present the measuring instruments for verification.
  • A verification of measuring instruments shall be carried out by the legal entities and individual entrepreneurs accredited in accordance with the established procedure in the area of ensuring the uniformity of measurements.
  • The Government of the Russian Federation shall establish a list of the measuring instruments to be verified only by the state regional metrological centers accredited in accordance with the established procedure in the area of ensuring the uniformity of measurements.
  • The results of verification of measuring instruments shall be certified by a verification mark and(or) a verification certificate. The design of a measuring instrument shall provide labelling of a verification mark in a visible place. If the details of the design or the operating conditions of a measuring instrument do not allow labelling of a verification mark directly to the measuring instrument it shall be applied to the verification certificate.
  • The procedure for a measuring instrument verification, the requirements to a verification mark and to the content of a verification certificate shall be established by Rosstandart.
  • Information about the results of measuring instrument verification intended for application in the area of state regulation of ensuring the uniformity of measurements shall be provided to the Federal Information Fund for ensuring the uniformity of measurements by the legal entities and individual entrepreneurs that carry out the verification of measuring instruments.
  • The measuring instruments not intended for application in the area of state regulation of ensuring the uniformity of measurements may be verified on a voluntary basis.
VNIIFTRI is accredited by Rosstandart in the area of ensuring the uniformity of measurement to perform the verification of measuring instruments. The scope of accreditation covers:
  • Measurements of geometrical quantities
  • Measurements of coordinate differences by signals of space navigation systems
  • Pressure measurements, vacuum measurements
  • Thermophysical and temperature changes
  • Measurements of mechanical quantities
  • Measurements of flux, flow, level, substance volume parameters
  • Time and frequency measurements
  • Measurements of electrical and magnetic quantities
  • Radio-technical and radio-electronic measurements
  • Measurements in the field of telecommunications, information and telecommunication technologies
  • Measurements of the physicochemical composition and properties of substances
  • Measurements of the characteristics of ionizing radiations and nuclear constants
  • Vibroacoustic measurements (measurements of acoustic and hydroacoustic quantities)
  • Optical and optical-physical measurements
VNIIFTRI can perform the verification of high-precision measuring instruments at the state primary standards.
Calibration of measuring instruments (the set of operations carried out for the purpose of determining the true values of metrological characteristics of measuring instruments) is carried out in accordance with Article 18 of the Federal Law “On ensuring the uniformity of measurements No. 102-FZ dated June 26, 2008:
  • The measuring instruments not intended for application in the area of state regulation of ensuring the uniformity of measurements may be subjected to calibration on a voluntary basis. The calibration of measuring instruments shall be carried out using the unit measurement standards traceable to the state primary standards of the relevant measurement units or to the national measurement unit standards of foreign countries if there are no relevant state primary standards of measurement units.
  • The legal entities and individual entrepreneurs carrying out the calibration of measuring instruments on a voluntary basis may be accredited in the area of ensuring the uniformity of measurements.
  • The results of calibration of measuring instruments performed by the legal entities and individual entrepreneurs accredited in accordance to the established procedure in the area of ensuring the uniformity of measurements may be used in the verification of measuring instruments in the procedure established by Rosstandart.
VNIIFTRI can perform calibration of measuring instruments of high precision at state primary standards in the following areas:
  • Measurements of geometrical quantities (long distance) 
  • Measurements of coordinate differences based on signals of satellite navigation systems
  • Measurements of mechanical quantities (hardness)
  • Pressure and vacuum measurements (high and ultra-high pressures)
  • Measurements of physicochemical composition and properties of substances
  • Thermophysical and temperature measurements
  • Measurements of electromagnetic quantities Radiotechnical measurements
  • Radioelectronic measurements
  • Vibroacoustical measurements (acoustical and hydroacoustical quantities)
  • Measurements of characteristics of ionizing radiations and nuclear constants
  • EPR spectroscopy
In accordance with the “Agreement on mutual recognition of national standards and calibration and measurement certificates issued by National metrology institutes” (CIPM MPA), the Institute is entitled to use the CIPM MRA logo in its calibration certificates of measuring instruments conducted within the calibration and measurement capabilities of the VNIIFTRI published in Appendix C of the CIPM MRA and located in the KCDB BIPM database (www.kcdb.bipm.org, Appendix C).
