DEVELOPMENT AND CERTIFICATION OF MEASUREMENT PROCEDURE (METHODS)

Certification of measurement procedure (methods) is carried out in accordance with Article 5 of the Federal Law “On ensuring the uniformity of measurements” No. 102-FZ dated June 26, 2008:
  • The measurements that relate to the area of state regulation of ensuring the uniformity of measurements shall be carried out according to certified measurement procedures (methods), except for the measurement procedures (methods) intended for direct measurements involving the use of measuring instruments of approved type that have passed verification. The results of the measurements shall be expressed in the measurement units admitted for application in the Russian Federation.
  • The measurement procedures (methods) intended for direct measurements shall be specified in the operating documentation for measuring instruments. A confirmation of the compliance of these measurement procedures (methods) with the compulsory metrological requirements to measurements shall be provided during approval of the types of these measuring instruments. In other cases, confirmation of the compliance of these measurement procedures (methods) with the compulsory metrological requirements to measurements shall be provided by means of certifying the measurement procedures (methods).  Information about certified measurement procedures (methods) shall be provided to the Federal information foundation for ensuring the uniformity of measurement by the legal entities and individual entrepreneurs that perform the certification.
  • By agreement with Rosstandart the federal executive authorities … shall determine the measurements that relate to the area of state regulation of ensuring the uniformity of measurements and establish compulsory metrological requirements to them, including measurement accuracy indices.
  • Rosstandart shall keep a consolidated list of the measurements relating to the area of state regulation of ensuring the uniformity of measurements.
VNIIFTRI is authorized by Rosstandart for competence to perform the certification of measurement procedures (methods).  The scope of certification covers the measurement procedures (methods) that are based on the application of the following types of measurements: geometrical quantities; coordinates (location) and navigational parameters by signals of satellite navigation systems; mechanical quantities; parameters of flux, flow rate, level and volume of substances, pressure and vacuum; physicochemical composition and properties of substances; physicochemical properties of nanoparticles and nanomaterials; thermophysical and temperature parameters and quantities; time and frequency; electrical and magnetic quantities and parameters; radiotechnical and radioelectronic quantities and parameters, including those applied in telecommunication systems; vibroacoustic, acoustic and hydroacoustic quantities and parameters; optical and opto-physical quantities and parameters; characteristics of ionizing radiations and nuclear constants, including measurements made using measuring systems.
Measurement procedures (methods) are certified according to GOST R 8.563-2009.
