The development of the direction associated with the measurement of the parameters of the electromagnetic field in the paths and free space is inextricably linked with the history of the formation and development of VNIIFTRI and has its origins in 1955. when units were organized that measured RF and microwave power, electromagnetic field parameters and radio interference, and waveguide path parameters. In 1980 In connection with the expansion of the frequency range of measurements of electromagnetic fields in the region of high frequencies, a sector was established for measuring the flux density of the electromagnetic energy of the radio frequency range.

The needs related to the metrological support of remote sensing tools led to the creation of a laboratory for measuring noise radio emission in free space in 1989. Since 1991 The direction associated with measuring the modulation of RF signals is assigned to the NIO.
