Rosstandart approved the State Primary Standard of Time and Frequency Units with new characteristics

MOSCOW REGION, March 1, 2022 - Specialists of the Russian Metrological Institute of Technical Physics and Radioengineering (VNIIFTRI) of Rosstandart have improved the State Primary Standard of Time and Frequency Units and the National Time Scale GET 1-2022. The Standard with new metrological characteristics will provide high-precision measurements in all areas of the national economy of the country: navigation, communications, telecommunications, the development of digital transformation technologies for the economics, new types of unmanned vehicles, as well as a number of fundamental research, etc.

 “GET 1 is the most important Primary Standard of the country, which is of particular importance for all economic processes, fundamental and practical research, and development of new technologies. As a result of the modernization, the Standard improved the characteristics of the relative frequency instability by a factor of two. The limits of allowable offsets of the national time scale UTC (SU) relative to the Coordinated Universal Time (UTC) time scale are ± 3 ns, which is more than twice as good as the previous value for this indicator. The UTC (SU) time scale is one of the best national implementations of UTC,” said Sergey Donchenko, General Director of FSUE VNIIFTRI.

 GET 1-2022 is used as the initial standard of time and frequency units on the territory of the Russian Federation, provides independent reproduction and storage of time and frequency units and the national time scale with the highest accuracy, as well as their transmission to secondary, working standards and working measuring instruments in accordance with State verification scheme for measuring instruments of time and frequency. In addition, on the basis of frequency standards, standards for length, electrical resistance and voltage are currently being improved.

 The main application areas of time and frequency measurements: computer science and communications, ground and space navigation, high-precision geodesy, geodynamics, control over the movements of the earth's crust, fundamental physical research. To solve various scientific and practical problems, hundreds of thousands of various high-precision devices using time-frequency methods are being used in the country.

Further improvement of GET 1 is planned on the basis of the results of a series of R&D for development of new technical means for reproducing, storing and transmitting units of time and frequency and time scales that ensure the achievement of the required characteristics of coordination of the national time scale with the Coordinated Universal Time (UTC) time scale.

These technologies provide quality, import independence and the ability to produce many types of high-tech equipment.
